Beside the Point: The 411 on Salon 403
By Lauren Wicks
For years Frances Armstrong has done hair. She has braided, woven and twisted heads of hair across Hampton Roads. It’s natural that the Newport News native would want to open a place of her own in her hometown. Last year, Armstrong and her husband, Philip, opened Salon 403, a multi-service salon located at 11747 Jefferson Avenue. “I live in the area,” Armstrong says. “Our salon is close to my home and when I found the location I thought it was perfect to start out with.”

Just being located close to home wasn’t enough for Armstrong; she created a home atmosphere within her salon to give customers the relaxing and laid-back feel of their living rooms.

“I think the first thing people see is it looks cozy,” Armstrong says. “We get along like family, and people enjoy themselves when they’re here. I really think it’s the environment that sets us apart from a lot of the hair salons in the area.”

The personal touch of Salon 403 is felt from everything from the decor to the salon’s name. April 3 is Armstrong’s birthday, and she wanted her salon to have a name that would “catch someone’s attention, but at the same time represent me.”

But do not let the personal touches take away from the salon’s professional expertise. Salon 403 has a staff of three full-time stylists, each of whom has at least 10 years experience in hair styling. The experience factor is an important one, Armstrong says, because good hair styling is the combination of “education and good ol’ creativity.”

“We pretty much offer a little bit of everything,” she says.

While opening a salon is a daunting task, Armstrong says it was an exciting venture to mold her education - she has a business degree from Norfolk State University - with her passion of hair. “I’ve tried to take what I’ve learned and pursue that with my business,” she says. “And, I can’t complain, I really cannot complain. (The shop) has done really well.”

The shop has done so well, in fact, it has been featured in two magazines, The Style Guide and Salon Digest.

As for the future, Armstrong sees branching out and offering additional services.

“I see Salon 403 eventually turning into a spa,” she says. “Offering more services and doing more photo shoots and magazine appearances.”

But, for now, stylists at Salon 403 are happy to see the business growing in Newport News.

“I’ve got to give back because they’re the ones who have kept me going,” Armstrong says.
